The data processing of Manpowership Control and Industrial Relationship and Job Regulations at the Official Labour of Balikpapan were only provides the facility of one side delivering informations The data processing of Manpowership Control and Industrial Relationship and Job Regulations at the Official Labour of Balikpapan were only provides the facility of one side delivering informations from Labour Bureau of Balikpapan to society, so that the online registrations entreaty and the extention of enterprises permission have not been conducted. On the other hand, the web that had been made by the Balikpapan goverment were also not provide the facility for making official reports needed for governancial accupations and it causes many diffuclties. Based on the problems above, i conduct a development system of data processing of manpowership control at the official labour of Balikpapan using the Prototype Development System. Because of the condition between different users at the different places or offices, so the system that will be developed using the client-server concepts along with the internet based networks which optimalized the programming language of PHP and MySQL database that works on Apache Webserver. Thus the development system of data processing of manpowership control at the official labour of Balikpapan will be able to bridge enterprises and the official labour, so that the online services of Balikpapan Official Labour for the society specially enterprises can be fulfilled. from Labour Bureau of Balikpapan to society, so that the online registrations entreaty and the extention of enterprises permission have not been conducted.
