Based on Law No 23 Year 2003 about education implementation in Republic of Indonesia, it is said that �¢����Pendidikan diselenggarakan secara demokratis dan berkeadilan serta tidak diskriminatif dengan menjunjung tinggi hak asasi manusia, nilai keagamaan, nilai kultural dan kemajemukan bangsa�¢����. Based on the Law and to improve cultural value of Republic of Indonesia, the Government of Indonesia placed English as one of the courses in the national curriculum that must be learnt by elementary school and high school students. Learning English in high schools in Indonesia tends to focus on exercises and practices than to give a comprehensive concept to the students, it can be seen in our National Curriculum. Today, the National Curriculum of 1994 is changed to be �¢����Competence- Based Curriculum�¢����. Through the concept of this curriculum the students are forced to improve their knowledge about subject in school alone; teacher is only a mediator to explain if there is something wrong or out of purpose in learning process.
