Despite many of poor family took benefit of the health card under Social Safety Net in Health program, is has also been detected that quite a lot failed to reach them. That is why a study to know the health seeking behaviour of under five year children of poor family is needed. The result of this study is expected to improve the policy of Surakarta Municipality in providing health card for the poor family.An explanatory cross sectional study was carried out, where we took by simple random sampling 248 out of 540 poor family in Surakarta Municipality, Central Java. The observation unit was under five year children and the youngest child was selected if the family has more than one child that meet the sample criteria. The mother or those who are responsible in taking care of the child was taken as respondent of this study. Data was analysed by univariate bivariate and multivariate analysis and its significancy was tested by conditional logistic regression using SPSS program for Window 7.5 version. The result shows that 38.7% of the sample never received the health card and being unable to seek help from official public health centre, self medication was their first choice to cope the health problem of their under five year children. And although the health condition get worsen, it came out that they were more reluctant to seek help from modern health facilities, It is suggested that to make the Health Safety Net program for poor family be a success, a cross subsidy system in collaboration with the existing JPKM program should be implemented.
