The infrastructure primary international telecommunications has been in the form of public circuit-switch phone system for more than one century. This system is designed for the transmission of weak analog voice which no longer satisfies modern need. Anticipating the need for digital services, PTT has cooperated with world companies since 1984, with the assistance of CCIT to develop and build a new telephone system, fully digital, switched circuit for early 21st century . This new system referred as ISDN ( Integrated Services Digital Network), is aimed at integrating voice and non voice services. ISDN technology has been proven to be capable of integrating voice and data digital communication. It will play an important role in future communication, therefore the security aspects of such application should be carefully considered.
