The allocation of the budget for the social culture field, entirely in the hands of the local government. However, many local government budgets for social and cultural allocation, not in accordance with the government regulation. The limited budget allocation for financing socio-cultural field becomes a major problem. And the delivery mechanism and the equalization aid to the poor is still weak. The purpose of this study was to determine the dynamics and the allocation of budget for financing socio-cultural field Bekasi Regency during the period of 2010-2014. The results show that the direction of development for socio-cultural field in Bekasi Regency focused on improving the quality of human resources is done through the development of population and family planning, education, improved health and nutritional status of the community, youth development and sports, religious development, cultural development, the development of social welfare services, the development of women's empowerment and child protection development.
