The main problem in this research is established communication between the Government of Cimahi, West Java Provincial Government and the Central Government has not been effective in policy implementation Electronic Identity Card (e-ID card) in Cimahi, resulting in the achievement of objectives in achieving the orderly administration of residence is not optimal. The method used in this research is using descriptive research method with qualitative approach. Techniques of data collection was through direct observation in the field as well as in-depth interviews with the informant and key informants conducted with a purposive technique. To obtain the validity of the data on these results, it is done through the test data validity checking the credibility of the data by using triangulation. Based on this research, communication built in policy implementation Electronic Identity Card in Cimahi yet effective, it can be seen from the delivery of the message (transmission), clarity of information and consistency in policy implementation Electronic Identity Card (e-ID card) is not optimal.
