Since 2011 Indonesia started to implement e-ID card throughout the region, including in Cimahi municipality. e-ID card was born with the aim to build a database of accurate population so as to provide better benefits for the government or society. The main problem in this study is the evaluation of e-ID card policy is when seen from the economic and financial possibility still looks not bring benefits by the costs incurred by the government. This research uses descriptive method with qualitative approach. The technique of collecting data through observation, indepth interviews, and documentation. Instruments in this research is the researchers themselves through interviews with key informants and support informants using purposive technique. Triangulation techniques are also used to test the validity of the data. The results showed that the e-ID card policy evaluation conducted by a team of evaluators e-ID card based on criteria of economic and financial possibility not fully support the implementation of the e-ID card policy in Cimahi municipality. It is seen from the performance of the e-ID card policy that has not had an impact and benefits as expected because Cimahi Government has not built simultaneously when the e-ID card policy is implemented by the various support facilities.
