Abstract

This paper describes the role of ICT as a transformative driver to hasten the socio-economic development of a state, region or country. The pervasiveness of the internet whilst contributing to development of the nation would tend to create digital gap especially between the rich and the poor, and people in the urban and rural areas. Digital divide is a universal phenomenon and according to the World Bank, is one of the major obstacles to development. If not addressed will create disparity and deprived a section of the population the opportunity to gain access to ICT facilities. Since ICT has been recognized to be able to transform enterprises, public services and society into an advanced state of socio-economic development, this paper presents an information strategy approach in analysing potential ICT programs and initiatives as transformative drivers for socio-economic development. The approach was used in an ICT transformation lab in one of the states in Malaysia using a National Strategic Framework for Bridging the Digital Divide to analyse the impact of potential ICT programs and initiatives to the state��s socio-economic development.
