Abstract

RW-Net (Rukun Warga Internet) is a web site that has been developing by Bandung municipality as an effort to promote innovative participatory planning process at the neighborhood level as a response to the innovation challenge that has been stated as one of the theme of the next national medium term development plan. It is an information technology system at the neighborhood level to facilitate functional networks among stakeholders, especially citizens to citizens, citizens to local government, as well as citizens to private sector. This paper describes the characteristic of RW Net and its potential to be promoted as a practical public engagement by the support of information and communication technology. Towards a participatory planning process in information era by optimizing the role of ICT in urban development along with the local wisdom, this paper analizes how RW Net could promote community attachment, providing option to enlarge network, giving advantage to the needy, possiblity of promoting local economic activities, accommodating community based organization into planning system, as well as considering culture and history in development process. The efforts to the challenge in promoting good governance especially relat-ed to the frontier mentality of the citizen and the local government, optimiz-ing the role of ICT for better governmental services, and providing option for communication channel in responding complexity in development pro-cedure. There are raising challenge like: factors in formulating participatory mechanism standard, method in promoting community based monitoring as an implementation of spatial planning enforcement, and empowering governmental support.
