The Indonesian Armed Force (Tentara Nasional Indonesia/TNI) is part of Indonesian defense in tackling with disturbances from domestic and foreign. However, as consequence from Human Rights violation conducted by TNI in Santa Cruz 1991, Indonesia was imposed with military embargo by United States of America, so that TNI face with difficulties in improving its capability with non adequate condition from capability aspect or Primary Weapon Systemic Instruments (Alat Utama Sistem Senjata/Alutsista). Based on such problems, it defined problem as following, �¢����How is the Effect of USA-Indonesian Defense and Security Collaboration throughout Indonesia-U.S. Security Dialogue (IUSSD) on Improvement of the Indonesian Armed Force (Tentara Nasional Indonesia/TNI) Capability?�¢����. As reference on problem of research, it is proposed some theories and concepts such as International Relation, Bilateral Relation, Foreign Politic, International Collaboration, Defense and Security Concepts, Power, Security Dialogue, Military Capability. Capability and Influence Concepts, The research methodology used in this research is a Descriptive Analytical method, namely, a method illustrating facts and situation based on one data with another data based on used theories and concepts, so that it will be made a hypothesis as follow, �¢����U.S.-Indonesian Defense and Security Collaboration throughout Indonesia-U.S. Security Dialogue (IUSSD) applied by dialogue, mutual training, dan military aids so they will provide some influence on improvement of the Indonesia Armed Force (Tentara Nasional Indonesia/TNI) capability�¢����. Based on data acquisition and processing, from the hypothesis above it tested that IUSSD has a specific influence on TNI capability improvement, both Navy. Air Force, or Army, especially in increasing of personnel technical ability and armed force corps, meanwhile TNI�¢����s defense posture and Alutsista modernization gives not too significantly influence, because defense posture and number and condition of Alutsista in each armed forces are still under ideal Indonesia defense requirement standard.
