Abstract

The Regional government institutions determine the implementation of the maximum regional autonomy. The existence of the Regional Device Organization (RDO) becomes very important. RDO arrangement is referred to the initial stage of the regional reform bureaucratic process. Therefore, it is necessary to evaluate the duties and functions of the RDO that is mandated by government regulations. The background of this study is the local governance structure that is not regular and overlap in terms of the tasks division and functions of the RDO. The problem that occurs in Bandung Regency Government around the last four years after the existence of regional regulation that conducted the establishment of RDO is the changing of regional regulation, whereas the growth of dynamics population, financial factors and the government regulation implied the need of the arrangement to RDO in accordance with government regulation number 41 of 2007. The purpose of this study was to obtain data and input for the RDO evaluation so that it arranged and re-drafting of the RDO existence in accordance with the changes factors that influence and also the regulation prevails and changes. This study used a descriptive analysis of public policy. Techniques of data collection is done through observation, interviews, focus group discussions and documentation. Based on the research results of the general arrangement of the RDO in Bandung regency government has an average of organization type B. It is obtained from the calculation of the general factors and technical variables. The RDO quantity has the regional government affairs with the medium workload.
