Abstract
The changes of goverment regulation in higher education allowing foreign countries provider to open their higher educational instituion in the country due to the GATTS in 1994 WTO agreement in 2001 as well as the changes of the state universities status into new legal board owned by the goverment have effected on the decrease of the prospective students at the private higher ecuational institution.
