Abstract

The Health Social Safety Net Program was implemented in order to help poor families to have better access to health care services. It was found that there was a dramatically increasing of indigent patient's visit to Community Health Centers after the implementation of the program. The aim of this research was to identify reasons of poor families' behavior in using the health card when being treated in Bayat Community Health Center.This was a cross sectional research by using two approaches namely quantitative and qualitative methods. Subjects of quantitative research were 200patients who were chosen from patients who had treatment in Bayat Community Health Center. The research variables were health awareness attitude of health needs, moral hazard, Health Center availability, health card availability, role of health officer, members of family, neighbor, and public figure.The results showed that the health awareness attitude of health needs, health center availability, neighbor and public figure support had a significant relationship (p < 0,05) with the behavior of poor families in using health card for having treatment, while the health-card availability, family and health officer support did not have a significant relationship. Although inversely related, moral hazard had a significant relationship with the behavior of poor families. This meant that the more often the poor families having the treatment, the influence of moral hazard became smaller.The researchers found that the main factor of poor families to have a treatment was the illness condition, as well as the subsidy in the form of being treated free of charge for them. In fact, this implied that the poor family's need of health was tremendously high and yet, they did not have access to fulfill it.
