English is important language to be mastered by student or collegian and public. It is said important because English was a lingua franca in inter-nation. One of the first step or stage to study English is vocabulary comprehension or know about vocabulary. Until now many people learn vocabulary in English by using dictionary. Using dictionary in form of book felt impractical cause searching the meaning of words made manually by to and from the pages and doing that based on alphabetical. Not to mention, dictionary in the form of book felt impractical to carry on everywhere. The thing that it may or make possible is to build an application which is having the same function or purpose like common dictionary in a mobile phone or cell phone, because the nature of cell phone is easy to carry on everywhere or portable. This application developed only for vocabulary introduction and doesn’t have pronunciation and sentence translating. This dictionary have feature such as words searching and others menu like tenses introduction. Within the development, author use Java programming language (J2ME). And for words searching process it used binary search algorithm. This digital dictionary applicable to cell phone that support Java, MIDP 2.0 and have internal memory 5 Mb. For data modeling, author used Object Oriented Programming (OOP) by using UML. Therefore, searching the meaning of words do not need a long time or it can be done in short time and practical to be used and carry on anywhere. In this application, user can get information about pattern or form of sentence by tenses.
