Data processing system of construction merit at departement of planology and settlement Institution have not fully optimize, the reason is they are still processing data manually and it cause the institution not working effectively. Even more appear more problems, such as the information not up to date, and also need more space for filing or storage the document form. Base on the problem above, then processing data needs to be change immediately for solving the problem that occurs. With scheme of arrangement in computerization system, data processing system of merit construction becoming more efficient and more accurate. And also data becoming more secure and with result of that would increase the effectiveness of system. For implementation of data processing system of merit construction, writer using Borland Delphi 7.0 programming language and SQL server 2000. The method for testing the system is Black Box Method. Based on alpha method for testing the sample case, writer has conclusion that the system may make mistake on filtering process especially massage box preview not work properly but functionally system could make output as expected. Based on test out the beta system which are using multiple choice questioner in the institution, it has conclusion that it work well in data processing, user friendly, the layout is interesting and good, the information outcome very good and also make the employee become more effective and more efficient.
