On conventional intruction system, teacher take hold of important role of the contents and methods of teaching, including on evaluate learning ability of the students, so that the students curiosity about a certain lesson had not been understood very well, and caused the students got limited knowledge. From the observation that had been doing by the writer, proved that on English Department in one School of Foreign Language, some of the students still much that can not use English very well because the limitedness material so that doesn’t fulfill curiosity of the students. The widespread acceptance of the internet and more specifically the World Wide Web (www) has raised the awareness of educators to the potential for on-line education. The web as a new phenomenon in the information landscape is used to support course instruction. So that to fulfil user needs of English knowledge, had been made a computer based training theory and evaluation of English that easy to access by everyone who need informations, materials and drill of English. This instruction theory and evaluation of English hoped can help user to learn English very well. From the testing results that has been doing, this computer based training is free from errors, and already fulfill the purpose and aim of developing the computer based training which is easy to used and easy to access by everyone.
