West Bandung SAMSAT where live in Service Regional Income Unit XX District is department who support income regional, especially about motirize vehicle of tax, BBNKB and STNK managing under Indonesian Police Republic control. STNK managing in West Bandung SAMSAT was computerize, but still many difficult can obstruction activity SAMSAT employers, so really need information system development base on client-server network, can optimalism STNK managing according to effectively and efficiently. Development system method on writer using is SDLC (System Development Life Cycle). Where maintenence and selection level not doing on development system above SDLC. For process design using by Flowmap, Contex Diagram, DFD (Data Flow Diagram) and Data Dictionary. On database design, at beginning Normalize level, ERD (Entity Relational Diagram) and Relations Table. For while program design, doing by Input/Output design, Coding, Menu Structure and System need are using. With information system base on client-server network, will be making easier in STNK managing process and motirize vehicles accounting of tax, and then actually would given easier for KASI PKB to access reports according to faster, actually and accurate. So will be minimalism mistake often happen in STNK managing process
