The town development and growth, basically, is the realization of the demands room necessity that is caused by the population growth, whether it is the native or the urban inhabitant, which are approximately 756.982 people in the region of Malang city. The town development and growth can be gone on by its own nature but in the certain time it will arise the difficult problem such as the dirty settlement around the stream flow area of Brantas River and it is difficult to be solved. Based on that case so it is needed a town development planning to manage the additional dirty settlement in order to create a harmonious relationship between the human and their environment.The method that is used in this observation is descriptive method. The population of this research is all of the office of city and regional planning employee of Malang, and the technique that is used is a non probability technique with the purposive sampling as the sample. The data are gotten from the primary and secondary data sources. The collecting data techniques are using interview, observation and documentation. While to analyze the data use descriptive qualitative.The condemnation is one of effort to control the settlement. Whereas before the condemnation was announced to wreck their houses but they did not pay attention moreover they often challenge to have taken against. It is also offered to move into the communal housing, it is expected they will live better and have a suitable physical environment. In Malang, there is a location of the communal housing in Kota Lama, at Kutobedah to be exact. The communal housing location formerly is the ex-China graveyard and around it, there is a group of poor peoples that live in Brantas river flood plain. The communal housing firstly is made for the peoples who live around the flood plain but in fact only a few of them who lives in the communal housing.With the limited of work opportunity either formal and non-formal in the city to increase the peoples income and the limited of land while the land price in city always increase so those problems are not only solved by physical establishment, but it should be equal with the rural region development or the region, which the urban comes from.
