The tide of globalization is beyond doubt will be sensed much faster at the turn of the third millenium. In 2003 the ASEAN countries will be a free trade area and this will be expanded to all countries in the Pacific Rim in 2020. Flow of capital will move uncontrollable. Only countries with the best environment could attract the investors. This includes social and political stability, attractive investment regulation, tax and land concession etc. On top of that is human resources with high skill and well trained that responded to the demand of high tech and able to communicate in international language particularly English. In this regard, Indonesia is assessed as the least prepared in ASEAN community compared to Singapore, Malaysia and the Philippines where English is already becoming their second national language. To respond to this demand, the time is now ripe to take a national policy that put English to be our second national language. Any delay of this demand will discourage investors and without new invesment, national development will be just an utopia. To put this into reality a total restructuring in English teaching and learning processes should be taken right from primary up to higher education. Only by taking this into account, university graduates could be ready to compete in the coming millennium. Apprehension that taking English as a second national language will ruin our culture and identity is extremely exaggerated, since countries in the Indian subcontinent such as India, Pakistan and Bangladesh where English is already their second national language far before countries in the ASEAN community, succeeded to sustain and preserve their culture and identity.
