Software as a Service (SaaS) is a relatively new paradigm in the use of software, in which users do not pay for ownership of the product but for the use of its software products. In accordance with its development, more software companies are implementing SaaS paradigm, but they have a major problem in ensuring the final quality of the software and the service. This paper will discuss about the design of assessment tool that can be used to assess the quality of SaaS focus on multi-tenancy architecture. SaaS analysis was conducted to determine differences with conventional software as well as to identify the key features of SaaS and the characteristics of the SaaS multi-tenancy architecture that will be the basis in determining the quality attributes of SaaS. The references of standard models are ISO / IEC 25010 for software quality and the standard SLA-based Resource Allocation for the quality of its services. Mapping model of ISO / IEC 25010 standard and SLA-based Resource Allocation on the key features of SaaS and the characteristics of the SaaS multi-tenancy architecture carried out to obtain the SaaS quality attributes. SaaS quality assessment is done by summing the total value of the criteria defined in a factor by using predefined weights by adapting Weight Summation Method (WSM). Assessment is divided into three categories : good, sufficient, and less. Evaluation of assessment tool conducted through a case study. The evaluation results show that the tool can be used to assess multi-tenancy architecture SaaS. The total value obtained indicates the quality of SaaS, the higher or closer to the maximum value, the better the quality.
