Abstract

Railway level crossings can cause impacts both on the environment and on the road user when the gate closes while the train passes through. These impacts are increased by high train frequencies both in peak and off peak traffic. The environmental impacts are air pollution and noise, while vehicle operating costs are higher and travel time is longer for road users while they are stopped. This research is focused on the delay to vehicles caused by the gate closures while the train passed through at a railway level crossing. The delay evaluation was done using two methods, namely, the actual delay measurement and the theoretical delay calculation. The investigation was carried out at the railway level crossing on Jl. Laswi in Bandung, in the direction from the Jl. Gatot Subroto intersection to the Jl. LL RE Martadinata intersection. The data collection was started at 06.25 and finished at 18.00 and was taken by two video cameras. This study used passenger car equivalents by KAJI (1997). The theoretical delay calculation analysis used GREENSHIELDS MODEL which was the best among four models examined by simple statistical analysis. The traffic composition in the period of investigation consisted of: Lane 1, light vehicles 79,73 %, heavy vehicles 1.31 %, motorcycles 18.96 % and Lane 2, light vehicles 69.08 %, heavy vehicles 0.60 %, motorcycles 30.32 %. The duration of the gate closure was measured from a starting time when the gate reached a position 45 degree to the vertical, to an opening time when the gate reached 45 degree from horizontal. The actual delay measurement was done by substracting of the free flow speed travel time and delay caused by slow down of speed from the actual travel time of vehicle travelling from Station 1 to Station 2, when the gate was closed. The theoretical delay value for a long period of observation for Lane 1 and Lane 2 was 27.3 second/pcu. The actual delay measurement values for Lane 1 and Lane 2 were 40.4 second/pcu and 39.5 second/pcu. The relationship between the traffic flow and the delay was illustrated in different gate closing times namely, 31"-40", 41"-50", 51"-60", and 60" was investigated.
